Major insurance companies refuse to include Ayush treatment in mediclaim despite IRDA order

Major insurance companies in the country are refusing to abide by the IRDA order to include Ayush products and services in the mediclaim insurance policy. IRDA issued a directive in this regard sometime in last February after repeated representations from ayush industry.

IRDA under section 5(1) of the IRDA (Health Insurance) Regulations, 2013, had issued a notification directing inclusion of the Indian System of Medicines (ISM) in the mediclaim insurance policy. But, no insurance companies have taken steps to comply with the IRDA order so far.

It is understood that insurance companies across the country are citing ignorance on this matter to avoid providing coverage to the ISM sector under mediclaim policy. Ironically, the new regulation which came into force with effect from February 18, 2013, states that the insurers may provide coverage to non-allopathic treatments provided the treatment is taken in a government hospital or in any institute recognised by government and or is accredited by Quality Council of India (QCI), National Accreditation Board on Health (NABH) or any other suitable institutions.

However, Prabodh Shah, president, Gujarat Ayurvedic Aushadh Manufacturers Association (GAAMA), informed that most of the insurance companies in Gujarat have been claiming that they have yet not received any notification from the IRDA on this matter. “We are shocked by this attitude which constantly sidelines the interest of the ASU industry. What is more concerning is that this delay in realising our long standing demand, is resulting in undue difficulties to the patients who are keenly awaiting to utilise the benefit of mediclaim policy for ISM treatment options,” Shah pointed out.

He further stressed that the only way to deal with this issue is to ensure that the IRDA ensues a sensitisation drive on this issue among the insurance companies so that they may not pretend ignorance on this matter. [Source]

Nilanjan Sanyal is the new Secretary to AYUSH

Nilanjan Sanyal, a 1979 batch IAS officer of the Orissa cadre who was currently Special Secretary, Ministry of Women and Child Development, has been appointed as Secretary, Department of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy, Ministry of Health and Family Welfare.

He has also been an Additional Secretary in the Ministry of Consumer Affairs, Food and Public Distribution.  Before that, he held the charge of Managing Director, Orissa State Disaster Mitigation Authority and Commissioner, Higher Education Department.

Mr. Sanyal has a Diploma in Development Studies from the University of Cambridge and also holds an MPhil degree in Social Sciences from Punjab University. [Source]

Allopathy by AYUSH, NHRC summons Odisha chief secretary

Bhubaneswar: The National Human Rights Commission (NHRC) has summoned the Odisha chief secretary for failing to submit a report on the problems faced by patients and Ayush doctors in the state, a petitioner said on Saturday.

"Such doctors are being forced to prescribe allopathic medicines although they are not trained for that," India Media Centre managing trustee and human rights activist Akhanda, who filed the complaint, told a news agency.

Ayurvedic and Unani medical practitioners are called Ayush doctors.

The NHRC asked Chief Secretary BK Patnaik to appear before it personally at its office in New Delhi on June 16 along with the requisite report.

The human rights organisation acted on a complaint lodged by the IMC on January 19. The government has engaged Ayush doctors in over 1,300 state-run primary health centres.

More than 300 health centres do not have any allopathic doctors and in their absence the Ayush doctors have been providing such treatments putting the lives of the patients in danger, Akhanda alleged.

"Despite sufficient time and opportunity having been given, the requisite report has not been received. In these circumstances, let summons be issued for the personal appearance of the chief secretary... before the commission," the panel said in its order. [Source]

HC gives ayurveda directorate 3 weeks to decide about Nagpur Homoeopathy College administration

NAGPUR: The standoff between the students of Nagpur College of Homeopathy and its management took a turn when the management told the Nagpur bench of Bombay high court that all the classes are being conducted regularly but the students refuted the claim. The students even stressed that they do not want to be transferred elsewhere. The court has directed the state ayurveda directorate to take decision on appointing an administrator for the college within three weeks.

The management has been involved in a long-drawn tussle with the teachers and students after the college lost its affiliation with Maharashtra University of Health Sciences (MUHS) two years ago. Though no new admissions have taken place, more than 150 students still enrolled with the college claim the management is disinterested in running the institute.
 The students filed a case against the management in February with a plea to hand over the affairs of the college to the teachers or a state-appointed administrative committee. A division bench of Justices BP Dharmadhikari and AB Chaudhari conducted the first hearing in the case recently.

The state ayurveda directorate in its reply to the high court had stated that the government cannot afford to appoint an administrator for the college which is in a bad financial condition. The teachers who are on strike since more than a year, are co-petitioners in the case. They expressed their willingness to run the college.

Abhijeet Khare appearing for the petitioner students pointed out that the directorate had issued a show cause notice to the college management regarding the appointment of an administrator in March 2011. "Even MUHS recommends that the best solution would be an independent or government appointed administrator," he said.

Following the controversy, the students are reluctant to pay the full fee demanded by the college before the next academic session. The court has, however, directed them to comply with the demand. [Source]

Training programme launched for ASHA workers on AYUSH

An intensive training programme has been launched by the Government for Accredited Social Health Activist (ASHA) workers to provide qualitative healthcare to the rural population.

The induction training of ASHA is for 23 days in five episodes. After a period of six months of her functioning in the village, she is sensitized on HIV/AIDS issues including STI, RTI, prevention and referrals.

She is also trained on new born care. The Central Government bears the cost of training, incentives and medical kits. The remaining component is funded under Financial Envelope given to the States under the programme. ASHA is given a drug kit containing generic AYUSH and allopathic formulations for common ailments. The drug kit is replenished from time to time.

One of the key components of national rural health mission is to provide every village with a trained female community health activist called ASHA. Selected from the village itself and accountable to it, ASHA works as an interface between the community and the public health system.

There are more than 8.85 lac ASHA workers at present. Over 7.99 lakh ASHAs have been provided with drug kits so far.

ASHA acts as a bridge between the ANM and the village. She is accountable to the Panchayat. She is an honorary volunteer, receiving performance-based compensation for promoting universal immunization, referral and escort services for RCH, construction of household toilets, and other healthcare delivery programmes.

She facilitates preparation and implementation of the Village Health Plan along with Anganwadi worker, ANM, functionaries of other Departments and Self Help Group members. [source]

For post –BHMS Experience : 10 marks

One mark for each completed year after the completion of CRRI shall be Awarded as Experience mark for both service and non-service candidates  to maximum of ten as on 31-3-2011 (e.g. If a candidate scores 50 marks in Entrance Examination and has Completed two years experience on 31-3-2013 after CRRI, the total aggregate Marks will be 50 + 2 = 52)

The Entrance Examination will primarily assess the knowledge and maturity of understanding of the candidate of all medical subjects- theory and clinical, taught at the undergraduate level (BHMS). The Entrance Examination will be at the Undergraduate level and will test Clinical knowledge covering all subjects taught

The questions will be of objective multiple choice type for which four answer options A, B, C, D will be offered.

Only one of the options will be the nearest and correct answer and this alone should be selected. The other three answers will be wrong. The correct  answer has been verified by a team of Doctors by referring to relevant texts.

Each correct answer will be awarded one mark if a question is not answered, zero marks will be awarded. If more than one answer is indicated or any item  is marked very faintly or illegibly as seen during the machine scan of answer sheets, the question will be deemed to have not been answered and zero  marks will be awarded. It is reiterated that all questions carry equal marks.

Kerala CCH election results declared

Thiruvananthapuram May15: The Central Council of Homoeopathy election result for the state of Kerala has been declared at the state capital today by Dr. A. K. Mangalam, the returning officer appointed by the Government. Dr. K. C. Prasobh Kumar and Dr. S. Manilal, the candidates represented by The Institution of Homeopaths Kerala (The IHK) won the election with a good margin of votes. Dr. K. C. Prasobh Kumar scored 3440 votes and Dr. S. Manilal got 3292 votes. Other contestants include Dr. M. G. Umman (2856votes), Dr. Sreejeev (2756 votes), Dr. V. S. Sasi Kumar (64votes) and Dr. Raveendran (46votes). This is the first time two CCH members are elected from the State of Kerala. The election procedures were conducted by the TC Medical council and the Election wing of Co-operative Department, Government of Kerala.

Kerala constituted research Committee with four homoeopaths

Government have started a programme for prevention and management of diabetes, hypertension, stroke and cancers. One of the areas in which there is great deal of research interest is the potential for application of AYUSH system to the management of these diseases.

This can be done only by carefully documenting the efficacy of treatments under each system. Since all the institutional Review Board and Ethical Committees in the State are attached to institutions practicing one system of medicine it is not possible to such committees to approve research proposal that involve more than one system of medicine. Investigations into clinical trials in the state has shown the necessity of expert advice on ethical and procedural issues of clinical trials.

Therefore Government is pleased to constitute the following committees to function as the State Review Board and State Level Ethical Committee for Clinical Research.

BJYM demands probe into working of Central Ayush Department

Alleging a "systematic campaign" to "fail" the Ayush system, alternative systems of medicines, youth wing of the BJP today demanded a thorough probe into the working of the department.

BJYM president Anurag Thakur demanded a thorough probe into the working of Central Ayush Department, which he claimed had become non-functional and the "funds allocated to the department for various activities are being surrendered every year."

Thakur alleged that there was a powerful lobby having links with foreign drug manufacturers and suppliers, and are harming the cause of Ayush and not allowing it to function efficiently.

The MP said that a systematic campaign is underway to "fail" Ayush system which was less expensive and more adaptable in India.

He said that the main aim of the AYUSH was to propagate Ayurveda, Yoga, Naturopathy, Unani, Sidha, Sowa-Riga and Homeopathy and to promote the Indian system of medicines to the maximum.

However, the department has failed to achieve the stated objectives and there was sharp deterioration in the implementation on various ongoing schemes in various sectors and priority areas of the AYUSH. {Source}

Kerala revised internship transfer guidelines in Homoeo Colleges

Govt. of Kerala receiving applications from students who passed/completed the BHMS examination from Private/Aided Homoeopathy Medical Colleges within/outside the state requesting for internship transfer to prestigious Govt. Homoeopathy Medical Colleges/Hospitals in the state on personal convenience.

Govt. of Kerala recently revised internship transfer guidelines in Homoeopathy Medical Colleges of Kerala – for within and outside state interns.

Govt. have examined the matter in details and issue the following conditions regarding internship transfer under Homoeopathy Medical Education.
  1. Applicants shall produce order in writing from the Principal of the concerned college
  2. Internship transfer is subjected to the permission of CCH
  3. No stipend shall be paid
  4. The incumbent shall pay a fee Rs.5000/- per month
  5. Transfer shall be recognised University approved by University of Calicut/Kerala/MG University Kottayam
  6. Request from Government/Aided Institutions shall be forwarded along with the decision of Kerala University of Health Science Thrissur and processed separately on a case to case basis.

Hon’ble CM of Tamil Nadu allots 58 crores to Indian Medicine and Homoeopathy

CHENNAI .MAY 8 2013:

The Tamil Nadu Government had allotted 58 crores for the Indian Medicine and Homoeopathy Department for various new schemes. Announcing this Honourable Chief Minister under the rule 110 the Indian System of Medicine includes  five systems of Siddha, Aryurveda, Unani, Homoeopathy, Yoga and Naturopathy. Govern had decided to uplift the education in accordance with the central council acts.Higher education will provided by enhancing the infrastructure of all Government Medical colleges under the Indian system of medicine.


She also announce various schemes for Indian Medicine. Totally 58 crores had been allotted to Indian System of Medicine and Homoeopathy breaking the history of previous records. Tamil Nadu Government already announced ESI dispensaries for ISM and Homoeopathy Dispensaries . Homoeopathy Units will opened in Kovilpatti and Tutucorin.

 Hon’ble Chief Minister of Tamil Nadu J.Jayalalitha announced to introduce the 2D Bar code in the Registration certificates to avoid the fake entries. .She spoke in assembly today that the existence of fake registration certificates in Siddha and Homoeopathy council registration certificates. She announced that the government will implement 2D bar code in Registration certificates and website to eradicate , she allotted fifteen crores for the implementation

Budgetary Allocation for Ayush 2013-14

The total budgetary allocation for 2013-14 in respect of this Ministry of Health and Family Welfare is Rs. 32,745.00 crore under Plan and Rs. 4585.00 crore under Non-Plan. Out of this, the amount earmarked for Department of AYUSH is Rs. 1069.00 crore under Plan and Rs. 190.00 crore under Non-Plan.

There is no separate allocation in respect of publicity for each system. An allocation of Rs. 17.50 crore has been made for the propagation of AYUSH system through Information, Education and Communication during 2013-14. In respect of research for Yoga & Naturopathy, Rs. 13.80 crore under Plan and Rs. 2.24 crore under Non-Plan for the Central Council for Research in Yoga & Naturopahty, Rs. 4 crore under Plan for Extra Mural Research Projects through Research Institutes and Rs. 17.50 crore under Plan and Rs. 4.20 crore under Non-Plan for Morarji Desai National Institute of Yoga have been allotted. However, Extra Mural Research covers research for all systems of AYUSH and there is no separate allocation for research in Yoga & Naturopathy under this scheme. Further, in case of Morarji Desai National Institute of Yoga no separate allotment for publicity and research purpose has been earmarked.

Thus the percentage increase for Department of AYUSH as compared to last year was 7.98% under Plan and 1.06% under Non-Plan.

This information was given by the Minister for Health & Family Welfare Shri Ghulam Nabi Azad, in written reply to a question in the Rajya Sabha today.

Inclusion of Ayurveda/Homoeopathy in Mediclaim Insurance


Insurance Regulatory and Development Authority (IRDA) has informed that the insurance coverage to AYUSH treatments has been facilitated through the Regulation 5 (1) of the IRDA (Health Insurance) Regulations, 2013 which are published in the official gazette and came into force with effect from 18.02.2013.
As per this regulation the insurers may provide coverage to non-allopathic treatments provided the treatment is taken in a Government hospital or in any institute recognized by Government and/or accredited by Quality Council of India/National Accreditation Board on Health or any other suitable institutions.
Insurance companies like National Insurance Company, Star Health and Allied Insurance Co. Ltd, L&T General Insurance Co. Ltd, are offering insurance cover for AYUSH.
