Ayush doctors told to write prescriptions in block letters

The Department of Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homeopathy (Ayush) has directed medical officers and doctors to write legibly in the prescriptions issued to the patients. In a circular issued recently, the department said the names of the medicines should be written clearly in capital letters, along with the doctor's registration number. The directive was issued following a petition by the Karnataka State Doctors' Handwriting Improvement Association.

Ayush dept under-utilises funds allocated during last three years

Even though adequate funds have been made available for the Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy (Ayush) system of medicines in the country by the union finance ministry, the Ayush department failed to fully utilise the funds during the last three years.

According to the latest data available with the union health ministry, the Ayush department could utilise only Rs.580.27 crores out of a revised estimated budget of Rs.670.00 crore during the financial year 2012-2013. However, the actual budget estimate for the year for the Ayush medicines was Rs.990 crore.

During the current financial year till August 23, the Ayush department has utilised a paltry sum of Rs.197 crore against a budget estimate of Rs.1069 crore.

The story is not much different during the previous years. In the year 2011-12, the department spent Rs.611.47 crore against Rs.900 crores of the budget estimate. However, the revised budget estimate for the year was Rs.650 crore. Likewise, during the year 2010-11, the department spent Rs.848.90 crore against the revised budget estimate of Rs.888 crore.

The approved allocation of the Ayush department has been increasing progressively over the years. The allocation of the 12th Five Year Plan of Rs.10,044 crore amounts to an increase of 235 per cent over the actual expenditure of 11th Plan for promotion, development and research of Ayush system of medicine.

Sickle-cell anaemia homoeopathy research unit at Sambalpur

BHUBANESWAR: A full-fledged sickle-cell anaemia homoeopathy research unit will soon be opened in Sambalpur.

“Sickle-cell anaemia cases keep pouring in from western part of the state. After repeated demand for a research unit, we decided to have a modern facility in Sambalpur,” said director general, Central Council for Research in Homoeopathy (CCRH), Dr R K Manchanda.

“This modern unit will definitely help people, suffering from the disorder, get better treatment,” said former principal-cum-superintendent of Abhin Chandra Homoeopathic (ACH) Medical College and Hospital Niranjan Mohanty.

There are two other homoeopathy research centres in the state.

The Regional Research Institute for Homoeopathy (RRI-H) in Puri, which was set up in April 1980, carries regular clinical tests of various homoeopathy drugs.

The drug probing unit on the ACH premises in the capital is an extended facility of RRI-H.

Homeopathy - first choice in Pakistan

Although most Pakistanis opt for the allopathic or “Western” medicines, a large proportion of the population, especially females, still prefer homeopathy as their first choice of treatment, a study has revealed.

A recent patient study in Pakistan revealed that homeopathy is the first choice of treatment for the majority, with female respondents being most in favour of it.

The greatest percentage of respondents preferred it for the treatment of chronic disease (41.5%) while 13.3% preferred it for acute illnesses. Homeopathic treatment was sought for urinary, GIT, liver, skin, cardiovascular and respiratory disorders and joint pain.

This study was a non-interventional, exploratory, cross-sectional survey conducted using a non-probability convenient sampling technique. The survey was carried out in eight towns of Karachi namely: Gulshan-e-Iqbal, Saddar, North Nazimabad, Gulberg, Shah Faisal, Liaquatabad, SITE and the Clifton Cantonment Board. All patients attending either homeopathic or allopathic clinics or hospitals were selected as target population. A sample size of 200 patients, equally recruited from homeopathic and allopathic clinics/hospital settings was included in the study.

Regularisation of homeopathic medicine in Belgium

On 12 July 2013, the Belgian Council of Ministers decided that homeopathy is a medical act. Only medical doctors, dentists and midwives are entitled to practise homeopathy, dentists and midwives only within their competence.

The Council of Ministers based their approval on the official recommendation given by the Belgian Minister of Public Health, Ms Laurette Onkelinx – formulated after 21 meetings of the Unio Homeopathica Belgica representatives and university professors with Health Ministry representatives. With this decision, the Colla law on non-conventional practices (named after Minister Colla), adopted by the Belgian Parliament in 1999, can finally be fully implemented after 14 years of struggle. This law only regulates human medicine. The practice of homeopathy by veterinary doctors will be discussed in a separate commission.

The Royal Decree is not an official recognition of homeopathy but lays down the requirements for registration of homeopathic doctors. These requirements are the following:
- As for conventional medicine, doctors must comply with all standards of accreditation including the obligation to participate in a duty doctor service on weekends and to have Continuing Medical Education (minimum of 20 credit points a year)
- As for homeopathic medicine, doctors must have received homeopathic education at a teaching centre in accordance with the ECH / LMHI Medical Education Standards and must have Continuing Education in homeopathy (minimum 10 credit points a year).

The registration is essential with regard to the safety of the patients.

The national teaching centres will have to comply with the CEN quality standards which are to be formulated in the next few years. Transitional provisions will be developed for doctors practising homeopathy who do not comply with the above-mentioned requirements as well as for practitioners who do not have a medical, dentistry or midwifery diploma.

As soon as the Royal Decree will have been published, non-medically qualified practitioners can no longer start an education in homeopathic medicine and the practice of homeopathy by non-medical qualified practitioners will finally expire in Belgium.

Homoeopathy education to be streamlined

The Central Council of Homoeopathy (CCH) and the Union Health and Family Welfare Ministry have taken the right step forward for regulating the functioning of homoeopathic colleges in the country and standardising homoeopathic education with a syllabus prescribed by the CCH.

Q: What are the measures taken to improve the quality and content of education in homoeopathic colleges in the country?
A: The CCH and the Ministry of Health and Family Welfare have initiated several measures to regulate the functioning of the homoeopathic colleges with a view to improve the quality and content of education imparted. In fact the Health Ministry wanted to implement the Minimum Standard Education Requirement (MSER) jointly prepared by the CCH and the Ministry in all the colleges, but due to practical difficulties the implementation has been postponed to the next academic year.

Q:What are the salient points of the MSER and how will it improve the quality and content of education?
A:Besides insisting on colleges to have all the equipment and laboratory facilities as prescribed in the MSER, the qualification of the teaching staff had been upgraded to postgraduation for teaching the undergraduate courses. However, one problem was that in seven out of the 12 subjects in undergraduate homoeopathic courses we do not have postgraduate courses.

Q:How do you propose to overcome this?
A:The CCH has finalised the syllabus for all the seven postgraduate courses which have not been introduced so far and added for the first time Geriatrics as a specialisation at the PG level. These courses will be started at the earliest. The Health Ministry has also made it compulsory for all the homoeopathic colleges to have at least 2,000 outpatients for every 100 seats and at least 30 per cent occupancy of the sanctioned beds in the hospitals attached to the college.

There has been a growing demand for allowing homeopaths to practice allopathic system of medicine and the Medical Council of India had banned using those who had been trained in other system of medicine from practising allopathy.

The issue had come up for discussion in the general body meeting of the CCH more than once and on three occasions the demand made by States such as Gujarat, Karnataka and Maharashtra for allowing the homeopaths to practice allopathic medicine was rejected. After a lengthy discussion at the last general body meeting, once again the CCH had rejected the demand.

There had been a demand for introduction of Pharmacology, a branch of allopathic system of medicine, in the undergraduate courses of Homoeopathy.

This was also discussed at length in the general body meeting of the CCH and was rejected forthright. No attempt would be allowed to introduce the subjects related to allopathic system of medicine in the study of homoeopathy in the country.

Q:What measures have been proposed to solve the difficulties faced by doctors to pursue their profession in States other than their parent State?
A: The process of registration has been made simpler now and instructions have been issued that a homeopath registered in one State can practice in any part of the country with a No Objection Certificate from the State where he is practising.

Applications are invited for Admission to Bachelor of Homoeopathic Medicine and Surgery (BHMS) 5½ years Course-2013-2014 at Nehru Homoeopathic Medical College, New Delhi. The Bulletin of Information may be obtained from the office of the Deputy Registrar, Faculty of Homoeopathic Medicines, 6th floor, V.P. Chest Institute Building, University of Delhi, Delhi-110007, only against a Bank Draft/Banker’s Cheque drawn on any Nationalised Bank in favour of Registrar, University of Delhi payable at Delhi in the following manner:- 
(i) By Hand for 750/- ( Seven Hundred & Fifty only) for General/OBC Categories & 550/- ( Five Hundred & Fifty only) for SC/ST Categories between 10:00 A.M. to 03:00 P.M. on all working days from 09th September, 2013 to 27th September, 2013. 
(ii) By Post for 800/- ( Eight Hundred only) for General/OBC Categories & 600/- ( Six Hundred only) for SC/ST Categories alongwith a self addressed envelope of 10" X 8" upto 19th September, 2013.
(iii) Fee is exempted for persons with Disability (PwD). 
Note:- SC/ST/PH Candidates are requested to bring/ send a copy of the Caste Certificate/ PH Certificate for obtaining Bulletin of Information. 
Money in cash will not be accepted in any case for supply for Bulletin of Information. 
1. ELIGIBILTY CONDITONS: 
(A) Age: He/She must have attained or will attaine the age of Seventeen (17) years as on 31st December 2013. 
(B) FOR 85% DELHI QUOTA SEATS:
The candidates must have passed XIIth Class (12 years course) or any other equivalent Examination recognised by the University of Delhi with 60% or more marks in the aggregate of three subjects i.e. Physics, Chemistry, Biology and has also passed English as one of the subject from a recognised school conducting regular classes situated within the National Capital Territory of Delhi (except Private, Patrachar Vidhyalaya and Open School). While deciding the merit the marks obtained in English will not be taken into consideration. 
(C) FOR 15% All INDIA QUOTA SEATS:
The candidates from all over India who have passed XIIth Class (12 years course) or any other equivalent Examination recognised by the University of Delhi with 60% or more marks in the aggregate of three subjects i.e. Physics, Chemistry, Biology and has also passed English as one of the subject from a recognised school conducting regular classes (except Private, Patrachar Vidhyalaya and Open School). 
While deciding the merit the marks obtained in English will not be taken into consideration. 
Note: (i) The OBC candidates in order to become eligible for admission to BHMS course must obtain 54% marks in qualifying examination i.e. class XIIth examination. 
 (ii) The SC/ST candidates in order to become eligible for admission to BHMS course must obtain 50% marks in qualifying examination i.e. class XIIth examination. 
 (iii) The candidates belonging to General-PH must have secured a minimum of 55% marks, PH-SC/ PH-ST categories must have obtained a minimum of 50% marks and PH-OBC must have obtained a minimum of 54% marks in qualifying examination i.e. class XIIth examination. 
 (iv) Provided that the student has passed all the subjects separately required for the purpose of admission to BHMS course. 
 (v) All the admitted candidates in BHMS course are required to submit a Certificate that he/she has passed 8th Class Examination with Hindi. If he/ she is failed to submit the same certificate he/she will not be awarded the degree of BHMS course.

Govt of India published Electronic Health Record Standards 2013

Government of India introduced a uniform standard for maintenance of Electronic Medical Records/Electronic Health Records (EMR/EHR) by the hospitals and health care providers in the country.

An expert committee was set up to develop EMR/EHR standards for adoption and implementations in the country.

Draft EMR/EHR standards were hosted on the website of Ministry soliciting comments from the stakeholders and general public.

After consideration and recommendations of the committee finalised, approved and published “Electronic Health Record of Standards for India” by the Ministry of Health and Family Welfare, Govt. of India.

Duty(ies) : The GDMO will provide comprehensive homeopathic medical care, preventive and curative to the patients.
After examination of a patient, the GDMO will record symptoms and findings in brief, investigation done, diagnosis and the treatment prescribed on the OPD ticket.
The officer will carry out such other duties as may be assigned by the Directorate from time to time.

Age: Minimum 35 years, Maximum 50 years (age relaxation according to Government order, provided further that in the case of exceptionally qualified candidates the Governor may Relax the prescribed age limit, in consultation with the Commission). Other Condition and qualification:- According to Uttar Pradesh Homoeopathy (Arjan and Prakirn upbandh (Rule-6(3) of Regulation-1981) if any teacher apart from-09 Provincial Medical Colleges) If applies then those teachers would be given Preference than other teachers, conditionally that candidate processing other eligibility for the post.
